Tensions flared again this past week between the Philippines and China over Sandy Cay 2, a small sandbar just a few kilometers from the Philippine military outpost on Pag-asa (Thitu) Island. Both sides took turns planting flags to assert control over the feature, which lies close to China’s militarized artificial island at Zamora (Subi) Reef.
