PSA Consultancy recorded one (1) kidnapping-related incident involving one (1) victim in October 2025. No kidnap-for-ransom incidents were recorded for this month. There was one (1) recorded foreign kidnapping victim, of Chinese nationality, in October 2025. Geographically, the incident occurred in Rizal province.

Analysts recorded one successful rescue operation in response to a personal dispute-related abduction for the month of October. The victims were held captive for an undisclosed number of days prior to their rescue. None of the kidnapping incidents in October resulted in the demise of the victims.

PSA notes that the lone incident recorded for October involved Chinese and Filipino suspects targeting another Chinese national. There continues to be a low persistence of “diaspora crime” or ethnic Chinese suspects victimizing fellow Chinese workers in the Philippines, almost a year after the ban on offshore gaming (POGO) in the Philippines. PSA’s sources noted earlier this year that this is expected to be the case as POGO-associated threat actors go underground to evade deportation. Nonetheless, PSA analysts have not observed significant spillover of these incidents to the business community nor to the general public.
