PSA Consultancy recorded one (2) kidnapping-related incident involving three (3) victims in November 2025. One incident was personal dispute-related while the other was a child abduction. No kidnap-for-ransom incidents were recorded for this month. The recorded kidnapping incidents for November 2025 occurred in Makati City and South Cotabato.
Of the three (3) victims reported during the period, two (2) were foreign victims of Chinese and Vietnamese nationalities. PSA recorded zero kidnapping incidents targeting a Western national this month.
Analysts recorded two successful rescue operations in response to a personal dispute-related abduction and a child abduction for the month of November. The victims were held captive for an undisclosed number of days to one day prior to their rescue. None of the kidnapping incidents in November resulted in the demise of the victims.
One of the incidents recorded in November 2025 involved Chinese suspects abducting another Chinese national and a Vietnamese national in Makati City. PSA analysts note that abductions involving ethnic Chinese suspects and victims have persisted at a low level throughout 2025, almost a year after the offshore gaming (POGO) industry was abolished in the Philippines. The likelihood of these abductions spilling over to other nationalities or individuals with no links to the POGO industry remain very low, despite isolated incidents of POGO-linked suspects abducting victims outside of the sector in the last year.
