Majority of the kidnapping incidents recorded in November 2022 were personal dispute-related. Out of the total number of kidnapping incidents this month, three incidents were personal dispute-related while one incident was POGO-related. Based on the recorded incidents, two abductions in November demanded ransom money with a total value of PHP 48 million (USD 854,969).

There have been seven kidnap victims reported in November, three of them were foreign victims – all Chinese nationals. PSA recorded no kidnapping incidents targeting Western nationals this month. Based on the recorded incidents, two abductions occurred within Metro Manila while the other incidents took place in the province of Cavite.

PSA Consultancy notes that no kidnapping incidents resulted in the demise of victims. In one abduction incident, one Chinese POGO employee was reported missing and presumed abducted in the province. Analysts note that POGO/gambling-related abductions are a recurring and systemic issue. Although there were more POGO/gambling-related incidents in the previous years, a few incidents are still being recorded each month since February 2021. Meanwhile, suspects pretending to be agents of the National Bureau of Investigation (NBI) abducted one Chinese businessman for ransom. Analysts note that there have been previous kidnapping incidents where the suspects posed as members of law enforcement agencies, likely in an attempt to confuse authorities and gain access to their targets’ locations.

PSA recorded two successful kidnap rescue operations this month. The operations were both in response to personal dispute-related abductions targeting two Chinese nationals. The victims were rescued on the same day they were abducted.
