PSA has recorded four kidnapping incidents in November 2021. All kidnapping incidents recorded this month were personal dispute-related. Based on the recorded incidents, only one abduction in November demanded ransom money worth PHP 50,000 (USD 993).
There have been seven kidnap victims reported in November, one of them was a foreign victim – a Chinese national. PSA recorded no kidnapping incidents targeting Western nationals this month. Based on the recorded incidents, two abductions occurred within Metro Manila, while the rest of the incidents took place in the provinces of Albay and Tarlac.
Out of the four kidnappings recorded this month, one incident resulted in the demise of victims. The incident was perpetrated by an armed suspect targeting four political candidates running for local positions. Analysts note that the suspect seemed to have another motivation other than abducting the victims. The incident appeared to have been done to transfer the victims to another location for eventual execution. While violence in time of elections is common in Philippine politics, the motivation for the incident may have been driven by personal conflict rather than political.
PSA recorded one successful kidnap rescue operation this month. The operation was in response to an abduction perpetrated by a policeman and his cohort targeting one Filipino victim. Authorities rescued the victim on the same day the victim was abducted.
