Kidnapping-Related Incidents – December 2021

Majority of the kidnapping incidents recorded in December 2021 were personal dispute-related. Out of the total number of kidnapping incidents this month, three incidents were personal dispute-related and one incident each were perpetrated by the Communist – New People’s Army and Kidnap-for-Ransom (KFR) group. Based on the recorded incidents, the amount of ransom money demanded by the abductors ranged from PHP 10,000 (USD 195) to PHP 500,000 (USD 9,737).
There have been seven kidnap victims reported in December, four of them were foreign victims – one Malaysian and three Chinese nationals. PSA recorded no kidnapping incidents targeting Western nationals this month. Based on the recorded incidents, four abductions occurred within Metro Manila, while one incident took place in the province of Negros Oriental.
No abduction resulted in the demise of victims. Based on the recorded incidents, three incidents were personal dispute-related where one Chinese, one Malaysian, and one Filipino were abducted by Chinese and Filipino men for ransom. One incident was perpetrated by a KFR group who abducted two Chinese nationals and one Filipino. Meanwhile, one kidnapping incident was perpetrated by the Communist group. Analysts note that NPA rebels have been known for abducting police/military personnel, intelligence assets, local officials, and other individuals involved in the government’s anti-insurgency campaign.
PSA recorded three successful kidnap rescue operations this month. The operations were in response to two personal dispute-related abductions and one abduction perpetrated by a KFR group targeting three Chinese and two Filipino victims. The victims were held by their captors in less than a day to two days prior to their rescue.
