Most of the kidnapping incidents recorded in April 2022 were personal dispute-related. Out of the total number of kidnapping incidents this month, four incidents were personal dispute-related, two POGO-related, and one NPA abduction. Based on the recorded incidents, only one abduction in April demanded ransom money worth PHP 400,000 (USD 7,657).

There have been 10 kidnap victims reported in April, four of them were foreign victims – Chinese nationals. PSA recorded no kidnapping incidents targeting Western nationals this month. Based on the recorded incidents, three abductions occurred within Metro Manila, while the other incidents took place in the provinces of Cavite, Camarines Sur, Negros Occidental, and Surigao del Norte.

Out of the seven kidnappings recorded this month, two incidents resulted in the demise of victims. One incident involved Communist NPA rebels while the other incident was perpetrated by unidentified armed men. In the abduction conducted by the NPA, the rebels targeted two alleged military informants in the province. Analysts note that while the Communist NPA does not have a history of indiscriminately targeting civilians, the rebels have been known for abducting police/military personnel, intelligence assets, local officials, and other individuals accused of being involved in the government’s anti-insurgency campaign.

PSA recorded five successful kidnap rescue operations this month. The operations were in response to three personal dispute-related abductions and two POGO-related targeting four Chinese nationals. The victims were held by their captors in less than a day to two days prior to their rescue.
