President Marcos Requests Congress to Prioritize Anti-Dynasty Bill, Three Others

In a surprise announcement on December 9, 2025, President Ferdinand Marcos Jr. directed Congress to prioritize passing four bills: the contentious Anti-Dynasty bill, Independent People’s Commission bill, Party-list System Reform bill, and the Citizens Access and Disclosure of Expenditures for National Accountability (CADENA) bill. President Marcos ordered the swift passage of these bills following the Legislative-Executive Development Advisory Council (LEDAC) meeting earlier that day. 

While the President ordered Congress to prioritize these four bills, he has technically not certified them as urgent. This has prompted liberal opposition lawmakers such as Senator Francis “Kiko” Pangilinan and Representative Leila de Lima, to call on the President to certify these bills as urgent.
