Kidnapping, especially kidnap-for-ransom (KFR), remains a persistent problem in the Philippines. While this is partly due to various political, security, and social factors, in recent years, the presence of a large online gambling industry through Philippine Offshore Gaming Operators (POGO) has been one of the main shapers of the kidnapping environment in the country. With the rise of the POGO industry came an influx of ethnic Chinese migrants who typically owned, operated, or worked for POGO firms, and the Chinese transnational criminal groups who targeted those in the sector.
