Impeachment Complaint Against President Marcos Insufficient in Form and Substance, New Complaint Filed Against Vice President Duterte

As of writing, the impeachment process against President Ferdinand Marcos, Jr. has all but officially ended, while a third impeachment complaint was filed against Vice President Sara Duterte.
On February 9, the 39 panel members of the House of Representatives Committee on Justice affirmed the committee report finding the impeachment complaints against President Marcos to be insufficient in form and substance. The committee previously ruled the complaints filed by lawyer Andre de Jesus and members of the House Makabayan bloc to be sufficient in form but insufficient in substance last week. The committee report will be formally endorsed to the House plenary for voting, during which the report may either be affirmed or reversed. A reversal of the report will subsequently reverse the committee’s ruling, effectively impeach the President in the lower chamber, and transmit the complaint to the Senate for trial.
