PSA expects corruption to continue as a major theme of political debates and government initiatives for the first half of 2026. Since July 2025, the current administration has been focused on the anti-corruption investigation on unfinished and non-existing flood control projects all over the country. This focus is described by political observers as part of President Ferdinand Marcos Jr.’s legacy-building initiatives for his administration. Since July, Congress has conducted a series of legislative hearings while Malacañang formalized the investigation by establishing an agency called the Independent Commission on Infrastructure (ICI) to spearhead the initiative.
