Explanation of Our Categories:
Rural areas with limited NPA influence
These provinces have had one NPA-related violent incident recorded in rural areas over the last year.
Rural areas with moderate NPA activity
These provinces have had at least 10 NPA-related violent incidents recorded in rural areas over the last year.
Rural areas with regular NPA activity
These are the provinces with consistent NPA activity in rural areas. The so-called NPA strongholds. Even in these provinces, NPA activity remains confined to rural parts of the countryside.
Areas with regular Muslim terrorist activity
These areas are subject to regular armed Muslim terrorist activity, typically in the form of armed clashes with security forces, IED and hand grenade attacks, and various other attacks against civilians.
Extent of Muslim terrorist activity
These provinces are subject to more intermittent Muslim terrorist activity. Examples include the September 2018 IED attack in General Santos City, the April 2018 IED attacks in Koronadal City, and the February 2018 clash between security forces and Maute group members in Pantar, Lanao del Norte.
Historic extent of Abu Sayyaf maritime activity
This zone represents the historic reach of Abu Sayyaf maritime activity. Historic incidents at the edge of the zone include the 2001 Dos Palmas kidnapping in Palawan, the 2015 Samal Island kidnappings in Davao, and the failed Abu Sayyaf operation in Bohol in April 2017. While the Abu Sayyaf maritime activity is currently greatly diminished, it has rebounded in previous years.

This delineates the extent of suspected Abu Sayyaf maritime and coastal activity in more recent history. Incidents include the kidnapping of a CAFGU member and his wife in Zamboanga del Norte in August 2018.
